Starman is a name shared by several heroes in DC Comics, most notably Ted Knight. He first appeared in Adventure Comics #61 (April 1941).
Ted Knight was a brilliant scientist who invented the gravity rod, which allowed him to fly and project stellar energy. He used this invention to become the original Starman, fighting crime in Opal City during World War II. He was a member of the Justice Society of America.
Later Starmen include Ted's sons David and Jack, as well as other heroes who have taken up the mantle. These later versions often possess enhanced abilities and utilize more advanced technology, but all generally maintain the motif of stellar energy and flight.
